Manager of Finance / Accounting
The Bristol County Water Authority in Warren, RI is seeking qualified applicants for the position of Manager of Finance/Accounting.
The ideal candidate will have a minimum of 15 years’ overall experience as a “generalist” in Finance/Accounting, covering a broad range of areas. The position reports to the Executive Director.
A Bachelor’s Degree from an accredited college or university in Finance or Accounting is required. A Master’s Degree or CPA is a plus.
The position is responsible for managing all departments in Finance, Accounting, and Billing.

The ideal applicant for this position would have the following skills and abilities:
- Strong written, verbal, presentation, and problem-solving skills.
- Strong skills in Word, Excel, PowerPoint, and financial software.
- Admin experience in enterprise-based multi-user Financial Software packages (i.e. QuickBooks) that includes Payroll, Billing, A/P, A/R, Inventory, Fixed Asset, Work Order, etc.
- Minimum of 15 years’ hands-on experience as a “Generalist”.
- Experience in a supervisory role with strong management skills.
- Experience in a union-based and non-profit environment is a plus.
Major Duties and Responsibilities:
- Manage and act as an admin of Financial Software, including Chart of Accounts update and design. Produce regular and custom design reports as requested.
- Review daily banking transactions, including disbursements, deposits, transfers, and wires. Prepare and review all bank reconciliations monthly.
- Supervise eight accounting and billing staff members within Payroll, Billing, A/P, A/R, Inventory, and Work Order.
- Prepare annual budget and 10-year analysis for revenue, expenses, debt service, and rate study. Review budget status with all managers quarterly.
- Assume the role of Internal Auditor on all financial matters and act as point person to prepare and work with Audit Firm annually to prepare audited financials. Contribute financial information and MD&A for the Annual Report.
- Assist with negotiation of Union collective bargaining agreement and grievances.
- Compile, prepare, and present monthly financial reports for the Board of Directors.
- Work with Bond Financial Advisors and Bond Attorneys on new bond issues and monthly maintenance thereof with the Federal, State, and private-issue bonds. Provide direction on investment of all funds (restricted and non-restricted) held by the Bond Trustee Bank, as well as all DSRF funds for each bond held by the trustee. Prepare and issue all compliance reports with the Bond Trustee. Prepare all Bond Requisitions for disbursements.
- Prepare and submit OPEB information to Actuary for OPEB liability calculation annually.
- Serve as the Pension and 457 Administrator. Assist Pension Actuary in preparation of Annual Pension report of Liability and required funding. Prepare paperwork for all retirees and provide guidance on process and options available at retirement.
- Act as Legal Attorney’s additional point of contact for bond, general, labor, and special matters that may arise.
- Coordinate with Insurance Broker for overall insurance coverage for the Authority including Property, Liability, Equipment, Auto and Trucks, D&O, Crime, Cyber, and Worker’s Comp.
- Calculate and record all monthly accruals of the Authority.
- Prepare monthly cash requirements for A/P and Payroll and Fund the O&M account monthly for bi-weekly transfers to checking accounts. Budget to fund general debt service account monthly to cover monthly and bi-annual bond payments of principal and interest.
- Conduct annual management performance appraisals.
- Prepare monthly Board reports for Pension and OPEB Trusts.
- Assist with special projects as needed.
- Position is not eligible for telecommuting.
