Job Description Summary |
In support of the University’s research, creative, and scholarly activities, the Sponsored Programs Office provides post-award financial and compliance oversight for sponsored projects. The Contract and Grant Analyst II/III is responsible for post-award management and financial oversight of contracts, grants, center and institute accounts, and fee-for-service activities; representing the Corporation to sponsors in the negotiation of complex contracts for sponsored project funding; interpreting and analyzing federal, state, and sponsor regulations; financial tracking, reconciliation, and reporting on sponsored project accounts to the Corporation, University, CSU Chancellor’s Office, and sponsors; and providing guidance and information to project directors and other sponsored project staff in support of compliant post-award project management.
The department will evaluate a candidate’s qualifications/experience to determine if the individual would be hired in at a level II or a level III analyst

Minimum Qualifications |
Contracts & Grants Analyst II:
Equivalent to graduation from a four-year college or university. Two years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a ear-for-year basis.
Contracts & Grants Analyst III:
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
___________________________________________________________ Qualifications for Analyst II and Analyst III: · Working knowledge or the ability to quickly learn grants and contracts management and research administration policies and procedures, with the ability to analyze, comprehend, interpret and apply legislative information, and legal/contractual language. · Working knowledge or the ability to quickly learn government regulations, cost principles and administrative requirements applicable to contracts and grants, including, but not limited to, Integrated CSU Administrative Manual (ICSUAM), Campus Administrative Policies (CAP), California Education Title 5, Executive Orders, Office of Management and Budget (OMB) circulars, Code of Federal Regulations (CFRs), Federal Acquisition Regulations (FARs), system-wide, and local policy, and other research compliance requirements (e.g. Export Control, Conflict of Interest, Human Subjects, Ethics Training, etc.). · Ability to keep abreast of issues in higher education and research administration. · Ability to take initiative, independently plan, organize, coordinate and prioritize work, and perform in various situations where numerous and diverse demands with time constraints and overlapping requirements are involved.
· Ability to research and analyze information with the ability to apply independent judgment, discretion and initiative in recommending appropriate solutions to resolve problems.
· Knowledge or the ability to quickly learn financial accounting or financial grants management
· Excellent computer skills with demonstrated advanced proficiency using standard office software programs, including word processing, spreadsheet, database management, email, and calendar. General knowledge and ability to use the internet (i.e., websites, email, online report submission, document uploads, and other electronic research tools).
· Demonstrated ability to work in a professional manner effectively and cooperatively with a diverse clientele, including interactions with difficult and demanding individuals both in public and private organizations.
· Demonstrated knowledge of or the ability to quickly learn private and governmental regulations, and experience interpreting sponsor requirements for award management, and ability to communicate regulations and procedures.
· Excellent communication skills with the ability to provide training to others. Must be able to communicate professionally, openly, and effectively with faculty, administrators, staff, managers, and the community, with the ability to identify and understand questions and provide helpful responses for problem resolution.
· Excellent written communication and proofreading skills (spelling, punctuation, and grammar) with a high attention to detail.
· Ability to analyze data and make accurate projections with the ability to compile, write, and present reports.
· Ability to maintain a high degree of confidentiality
· Ability to foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the organization.
· Ability to learn and adapt to the use of new technology, such as web-based tools. |
