Typical Essential Function
Carry out both pre and post award contract administration duties including pre-project kick-off meetings with sponsor and principal investigators, provide statement of work and budgetary guidance, prepare, review, revise, and negotiate agreements to enable projects, and assist with setting up post-award program / project reporting and fiscal oversight.
· Negotiate a variety of sponsored project-related contracts including, but not limited to: non-disclosure, material transfer, teaming, and sponsored research agreements, as well as member agreements for industry affiliate programs.
· Review and analyze documents for conformance with applicable laws, as well as Corporation, Sponsor, and University rules and regulations.
· Responsible for successfully negotiating complex contract provisions with sponsoring agencies and organizations.
· Research appropriate policies and procedures to ensure compliance, facilitating and participating in discussion to develop compliance management plans and/or obtain corporation and/or university approvals, and recommends award acceptance.
· Create, develop and analyze contract documents (agreements) that support and facilitate University research collaborations, private foundation funding, limited federal projects, and public-private partnerships that can range from $1,000 to several million dollars.
· Determine the appropriateness of contractual language related to compliance requirements, intellectual property ownership, confidential information handling, publication rights, and other issues of interest and concern to the University.
· Recommend other terms and conditions for inclusion in sponsored project agreements.
· Analyze fiscal implications and aspects of agreements.
· Recommend acceptance and obtain final approvals for agreement execution.
· Communicate with sponsors to negotiate, finalize, and facilitate execution of agreements.
· Review and interpret various award guidelines and regulations via FAR and DFARS announcements, and OMB circulars including legal and contractual language of Federal and State Standard and Interagency (State) Agreements; industry and private foundation’s contracts and agreements; legally binding contracts (cost reimbursable or fixed priced) between industry and private foundations and Cal Poly.
· Maintain currency of regulatory changes, laws, campus and CSU policies that impact the development of contracts.
· Update template agreements to include current approved terms and conditions.
· Explain and interpret policies, procedures, and regulations concerning sponsored project agreements to campus community and outside agencies via e-mail, telephone, fax and face-to face dialogue.
· Perform other job-related duties and special projects as assigned.
· Support technology transfer functions related to and in support of university engagements and sponsored projects.
· Assists in the review of contractual documents related to the Cal Poly Technology Park
· Provide training, presentations, and support to Cal Poly community regarding laws, policies, and procedures related to sponsored project agreements and associated compliance requirements.
· Assist with information verification in preparation of annual reports to campus and Chancellor’s Office.
· Participate in reviewing and implementing office procedures
