Position Summary:
Under the direction of the Facilities Director, develops and coordinates capital improvement projects, and maintenance, repair and operations of new and existing facilities.  Follows up on work requests to ensure service is being coordinated efficiently.  Works closely with architects, contractors and/or subcontractors to ensure the proper and timely completion of projects. Interfaces between Facilities Department and other CAPSLO staff.  Supports CAPSLO’s mission by coordinating the various projects, maintenance and repairs needed to ensure safe operations and remain in compliance with regulations, as well as providing a comfortable environment for staff, children and clients.  
Essential Functions:
  1. Under general direction of the Facilities Director, assists in coordinating completion of work with contractors and subcontractors to ensure that projects are completed in a timely manner, in accordance with grant-specific requirements. 
  2. Maintains accurate documentation of all projects and ensures projects are bid fairly, equally and in accordance with funding conditions. 
  3. Under general direction of the Facilities Director, develops specifications for all phases of Project Management for each project that is assigned. Puts project specifications and scope of work into agency approved RFP templates and other documents, solicits bids, reviews and evaluates bids, recommends winning bids to appropriate parties, handles contracting process by self or with others, oversees work progress and coordinates corrections as required, is in charge of quality control and completion of punch lists. Coordinates and performs final walk throughs. Ensures work is performed in accordance with grant requirements.
  4. Identifies qualified contractors in various trades and areas, as needed. Maintains contact with contractors through completion of repair or construction project. 
  5. Works with Certified Playground Safety Inspectors to ensure playgrounds comply with applicable safety regulations and develops playground designs, recommending play equipment purchases, changes, and upgrades.  
  6. Works under direction of Facilities Director to identify and remediate health and safety concerns.
  7. Works with vendors and regulatory agencies to obtain necessary building permits.
  8. Upon notification of a need for a specific project, ensures the Request for Proposal (RFP) process is being followed in accordance with departmental guidelines and recommends award of contract to Facilities Director. 
  9. Prepares and coordinates contracts for various projects; minor and major improvements, repair, maintenance, and new construction.  
  10. Coordinates contractors, sub-contractors and workers in the construction, repair and maintenance of CAPSLO facilities.
  11. Tracks records on projects to ensure compliance with various funding and agency requirements.
  12. Coordinates utility connections and close-out on new projects. Ensures appropriate inspections have been made, utilities notified and service turned on at new centers.
Additional Responsibilities and Duties: 
  1. Acts as CAPSLO representative during construction projects, working with the architect and the contractor.
  2. Assists in the development of plans, coordinates input from staff and communicates changes/additions to architect. 
  3. Acts as liaison, when necessary, between center staff and contractors.   
  4. Assists centers in determination of appropriate repair or maintenance actions.
  5. Reviews invoices, ensuring all information is correct and Davis Bacon Act requirements have been met. 
  6. Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.
  7. Performs other duties as needed.
Knowledge, Skills and Abilities:
  1. Familiarity with MS Word and Excel and general computer literacy.
  1. Must have strong communication skills both verbally and written.
  2. Must have strong math skills.
  3. Must be able to work independently, using good judgment and strong analytical skills.
  1. Must have ability to develop and maintain effective work relationships with other employees and representatives of private and public agencies.

Supervisory Responsibility:
This position has no direct supervisory responsibilities. 
Work Environment:
Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes. Also requires working outside in extreme heat and cold when inspecting buildings, playgrounds, rooftops, and other projects, with some exposure to various construction hazards and chemicals associated with Facilities Department related projects such as paint, rubber surfacing binder, paint and floor stripper, dust, construction debris, etc.  
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  1. Position requires intermittent sitting, standing, walking, twisting and bending. 
  2. Must be able to lift 30 pounds. 
  3. Simple grasping and hand manipulation required, as well as reaching above and below shoulder level. 
  4. Must be able to physically access all parts of a building to review projects with staff and contractors.
  5. Must be able to climb a ladder to access rooftops.
This position may require extensive travel to out of county locations within the entire CAPSLO service area. Requires making site visits to various agency centers and programs, including, but not limited to child care centers, offices, health clinics, adult day care centers and new construction. Travel can vary from service areas ranging from San Diego County to San Joaquin County. 
Required Education and Experience:
  1. Four years project management and/or construction management experience, or equivalent combination of experience and education.
  2. Must have experience preparing contracts in accordance with various funding streams.
  3. Must be familiar with MS Word and Excel. General computer literacy required.  
Preferred Education and Experience:
  1. Experience with MS Project and Access desired.
  2. Knowledge of Davis-Bacon prevailing wage requirements and other contracting rules and regulations as they pertain to Federal, State, local and other funding sources is preferred. 
  3. General Building Contractor (Class B), Construction Site Superintendent, Construction Project Estimator, or Construction Project Manager experience is preferred.
License & Certifications:
Must have a valid California Driver’s license and a reliable insured vehicle available for business use (mileage reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
Additional Eligibility Qualifications:
  1. Must be at least 18 years of age by date of hire. 
  2. Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  3. Must complete a health screening physical completed within 12 months prior to employment or 7 days following the date of hire, and a current TB skin test/Chest X-Ray. 
  4. Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required within seven days of completing the Live Scan. 
  5. Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
