Job Summary

This position exists to negotiate and prepare (in some cases to assist) all types of commercial leases to meet the needs of the various state agencies needing to lease office and storage space, parking stalls, land, motorcycle skill testing sites, vehicle inspection sites, accident investigation sites, airport hangars, boat slips, monitoring sites, radio towers, etc. This work includes leasing state-owned and non-state owned property for state agencies; negotiating and preparing lease documents; negotiating and drafting income leases for the use of surplus state-owned land and buildings by private businesses or individuals, or by various political subdivisions of the state; preparing market comparison analysis and reports; and acting as liaison and facilitating problem solving between lessor and agency.

 

Qualifications

 

Minimum Qualifications

Two years of professional experience locating and negotiating commercial leases for office and storage space and preparing commercial lease agreements or equivalent related experience. Bachelor's degree in business, public administration, law, real estate or closely related field may substitute for one year of experience. Associates degree in business, public administration, law, real estate or closely related field may substitute for six (6) months of experience. 

 

In addition, applicants must demonstrate:

  • Knowledge of acceptable principles and practices of commercial leasing.
  • Writing skills sufficient to produce clear and concise reports, leases, and correspondence.
  • Ability to effectively negotiate, compromise and mediate terms and conditions for lease documents.
  • Ability to identify issues from landlords and tenants and respond effectively.
  • Strong communication and customer service skills to develop and sustain productive, effective, and positive working relationships with people at all levels, both within the government and the private sector to promote communication and business agreements.
  • Good organizational skills.
  • Ability to prioritize tasks to meet deadlines and complete assignments in a timely manner.
  • Ability to work independently, while effectively contributing positively to team and work relationships.
  • Proficiency with Microsoft Office (i.e., Word, Excel and Outlook).
  • Skillful at effectively using a variety of web conferencing platforms (e.g., Microsoft Teams, WebEx, etc.) and other online tools.
  • Good problem-solving skills.

 

Preferred Qualifications

  • Knowledge of applicable state statutes and rules.
  • Knowledge of commercial construction, property management, building systems and operations.
  • Knowledge of construction project management.
  • Knowledge of lease administration software.
  • Experience in commercial leasing as both landlord (owner) and tenant in a corporate or public sector environment. 
  • Ability to select and write appropriate comprehensive leases for the individual leasing situation at hand.
  • Ability to recommend, review, coordinate and implement lease procedures in a timely manner.
  • Ability to understand factors affecting real estate values, property rights, taxes, assessments, and public records.
