Position Summary:
The Assistant Vice President of Public Safety and Security provides leadership and strategic vision to develop and maintain an inclusive, safe, secure and welcoming environment at Saint Joseph’s University by serving as the primary University administrator responsible for campus public safety and security, emergency preparedness and response, transportation services and crisis management for the Hawk Hill and University City locations. The Assistant Vice President has the overall responsibility for leading and managing the Department of Public Safety and Security in an effective and efficient manner consistent with the University mission and for fostering a collaborative and service-orientated approach with students, faculty, staff, visitors, and neighbors in support of a positive campus experience. The Assistant Vice President is also responsible for collection of crime reports and ensuring compliance with federal and state laws including responsibility for Jeanne Clery Act compliance activity.
Duties and Responsibilities:
- Serve as primary University administrator responsible for public safety and security, emergency preparedness and response, security and safety system planning and advancement and crisis management.
- Manage the operational, personnel and financial activities of the Public Safety and Security Department for the Hawk Hill and University City locations, which operate 24 hours/day, 365 days/year.
- Develop, implement, and model positive engagement between the Office of Public Safety and Security and all University constituents.
- Responsibility for the development, oversight and management of departmental policies and procedures as well as campus security and safety policies.
- Institute emergency preparedness initiatives and exercises and crime prevention training. The Assistant Vice President will serve as Chair of the Emergency Preparedness Committee and be responsible to organize quarterly meetings and conduct preparedness drills and exercises.
- The Assistant Vice President will be responsible for the institution and management of the University Customer Service Center and Card and Parking Center at the both locations. This duty will include overall responsibility for essential services including but not limited to: parking program, transportation program, identification card program, access control function and additional services which may be added.
- Hire for and maintain a service oriented and professional Public Safety and Security department. Develop and implement ongoing departmental training and development programs and when necessary, discipline department personnel. This includes developing and identifying clear channels of communication and authority for each shift. Investigate and process personnel grievances in accordance with the existing labor contract.
- Communicate in a prompt and efficient manner with the Vice President for Student Life/Associate Provost and other University officials regarding all public safety and security incidents, issues and trends.
- Coordinate operational and compliance training for all areas of the Public Safety and Security Department, including non-exempt positions within the department. Conduct training needs analysis to develop curriculum, establish a training calendar, and determine the appropriate method of training to be used. Design, implement and deliver effective training presentations as required. Assess training to ensure goals are met. Regularly evaluate to ensure training competencies are met and maintained and re-train as necessary. Maintain proper records, files, and documentation related to training.
- Prepare and maintain records, regular reports and correspondence in compliance with University business practices and regulations of local, state and federal laws. Oversee the investigation and reporting of all campus safety and security incidents. Conduct special studies related to public safety and security.
- Maintain effective, collaborative and proactive relationships with local, state and federal law enforcement agencies, as well as other college and university police and security departments.
- Design and administer the campus parking operation for each location to ensure the dual purpose of effective traffic flow and pedestrian safety.
- Manage an efficient and responsive student transportation program; assume responsibility for vendor contract and relationship with external transportation service provider.
- Manage and effectively forecast the department’s technology needs; leverage the latest systems which can enhance the safety of the campus community and the efficiency of the department.
- The Assistant Vice President of Public Safety and Security is the steward of all Public Safety Technology Systems (PSS). In other words, the Director is ultimately responsible for the systems which support the safety and security of the university community for each location, Hawk Hill and University City. These systems include: the Command Center operations, Physical Security Information Management (Immix), Video Surveillance Management (Exaqcvision), Emergency Phones, Fire and Intrusion Panels, Building Access (Onguard, CCure and Wi-Q) and Card Production, Incident Tracking and Reporting, Van Driver Training and Record Keeping Emergency Notification System, Time and Parking Controls (Hectronics), Ride Systems transportation tracking and Parking Permit & Citation Management. In this capacity the director is responsible to administer, plan, integrate where possible and advance these systems for the best advantage of the University.
- Assume responsibility for vendor contracts and relationships with external technology service providers (e.g., Access Security, Johnson Controls Security Systems and I2). Ensure vendor performance requirements and goals associated with these agreements are met.
- The operating and capital budgets which support all PSS systems are the responsibility of the Assistant Vice President. The Assistant Vice President will be responsible for proper budget planning, administration, and execution of these lines.
- Serve on or chair committees charged with ensuring community safety and security consistent with local, regional and federal laws, regulations and policies.
- This position is designated as a Campus Security Authority for the purpose of compliance with the Jeanne Clery Act of 1990.
Secondary Responsibilities:
- Oversee all security and traffic issues related to special campus events.
- Other duties as assigned.
Physical Requirements and/or Unusual Work Hours:
This position has the responsibility of being on-call 24 hours a day, 7 days a week.
Minimum Requirements:
- Bachelor’s degree and a minimum of eight (8) years of public safety and/or law enforcement experience, at least five (5) of which are in a supervisory capacity.
- Understanding of the unique and diverse nature of safety and security within a University context.
- Successful experience in establishing departmental priorities and allocating resources to achieve overall objectives, long-term goals and directives.
- Excellent working knowledge of city, state and federal regulations relating to security and emergency preparedness.
- Leadership skills will include excellent listening, coaching, negotiating, influencing, facilitation and delegation.
- Excellent analytical, organizational, oral and written communication skills.
- Proficient in the use of office and reporting technology.
Preferred Qualifications:
- Master’s degree.
- Related experience working in a higher education setting.
